Solid move. Even if Charizard uses a setup move, he can’t sweep in the rain, and Blastoise will definitely survive a Thunderpunch from full HP. The incoming switch is painfully obvious, but Blastoise’s crappy offensive stats aren’t going to do much to the switching, so setting up your team with Rain Dance is an easy choice if there’s no need to Spin.
