James was covering his bases, Pokeballs can carry any pokemon. Yes, this is what I’ll believe. To be fair, Voltorb and Electrode are Pokeballs too. Also, who said Pokeballs become Voltorbs? Maybe dead Voltorbs get turned into Pokeballs, so it was a Pokemon first and now it’s just a Pokemon corpse.
