SPOILERS

I really loved this game. Too bad they really didn't nailed the concept of choice in my opinion. The key moment of the game (where you kill innocent people) is just forced by the level design, which I think is kind of a shame. Plus, the choices shouldn't exist (the only clever one is when you're in front of the people who killed your buddy, and you can fire at will or not).

In some scenes, I was just like "Hey ! 1 Hour ago I had the choice, and now that it's a WAY more important scene I don't ?". I just think it would have been more honest not to have any choice, and just tell us a deep story. Mainly because of what I said, but also because Walker is absolutely NOT associated with the player, he's his own character, and have to decide for him isn't that clever.

For example, in The Walking Dead you ARE Lee, so the choices made sense. But besides that and some other little annoying things, it's a great game. Check out this "review" made by a war veteran : http://direcritic.com/2012/12/27/more-context-sensitive-spec-ops/

Actually, the "plot holes" you mentioned are explained in the game early on:
1. There have been large scale evacuations before the 33rd went in.
2. All the rich and important people left before the storms were announced to the public (you find a log with the "radioman" confronting a vip about this). So no one cares about the 5000-ish survivors.
3. The world has been told that the city is empty and that the 33rd has been lost to the storms to cover up the atrocities that these US soldiers commited on foreign soil.
