Gamestop’s Chinatown Wars Preorder Offer is Questionable

I was just searching for the Grand Theft Auto: Chinatown Wars trailer on YouTube when I happened upon this video. It’s part trailer, part ad for Gamestop which promises players “$10,000 and the best weapons” when you pre-order the game.
Does the strike anyone else as a sh*t deal? Do people use “codes” anymore? And more importantly, do you really want to start the game at an unfair advantage because you paid for it ahead of time? And won’t this cheat be available later anyways, like in all other Grand Theft Auto games?
Gamestop has done stuff like this in the past, and most recently they’re offering a special “dismemberment room” in the upcoming Wolverine game if you pre-order, but I don’t know, something doesn’t sit right to me with these kind of offers.
I’m starting to become wary of non-free DLC as a whole these days. I understand the market and the need for it, but do I really want to pay double what I paid for Rock Band to get songs that should have been on it in the first place? More on that later.
